Yes. Xendit is allowed to onboard merchants with the business use case top-up for e-wallet, voucher, and phone credit. 

Requirements:

• Businesses should be onboard as entity type (PT, CV). More detail on the basic documents requirement is here 
• The website must be ready to use . More detailed information on the website requirement is here
• An additional document, BI License, is required as one of the compulsory documents. Detail sample of the BI License is available here

In the onboarding process, additional requirements may be requested depending on the verification results of the data that you submit during the registration
