Is 3DS required for each subsequent charge? If yes, can we skip those? What are the limitations to skipping 3DS?

For Indonesia:
You don't actually need authentication for any transaction unless the card requires it (for example Malaysian debit cards and some Indonesian ones like Mandiri).

For Philippines:
The acquiring banks require transactions to be 3DS authenticated. This can cause some of the transactions to be tagged as unsuccessful or failed.
